D_R_A_F_T

  1. The meeting opened by President Compatriot LTC Joe Harris, USA, (Ret) at 1100 hours. Vice President General Greg O’hanesian presented a short talk on the SCSSAR Debutante Colonial Ball Program, to be held in Charlestown on 22 December 2006 and covered the meeting hosted by him in Charleston on 4 November 2006. That meeting is for all State and Chapter officers and wives. Following that presentation,
  2. President Harris paused the meeting for lunch.  Immediately after lunch, the colors were posted by the Color guard Commander, Compatriot Tim Berly and Compatriot Earl McAllister. The President led the Board of Managers in the Pledge of Allegiance and the SAR Pledge.
  3. President Harris welcomed all in attendance especially the representatives of the General Francis Nash Chapter, led by President Jay Stobbs, Eugene Stobbs and Stuart Dunnaway, a new photographer within the SAR. He also recognized the new Provisional President of the Yadkin Valley Chapter, Ellis Hamby and the Provisional President of the General George Washington Chapter, Ron Dailey. He stressed that the provisional name will be eliminated by the end of the meeting. Next the President recognized the new President of the Silas McDowel chapter Don Ives.
  4. The President then recognized the State President of the Sons of the Revolution Compatriot Frank Horton who brought greetings and the President of the North Carolina Children of the American Revolution Hannah Hobson who brought greetings to the Board of Managers. Also in Attendance was Miss Rachel Horne, Immediate Past President of the NC SCAR and now on the International Board of CAR.
  5. Following the greetings and recognized the President called upon the Secretary for his report and the presentation of the minutes. The minutes were in the BOM Booklet and had been on the State Web site. The only change was the designation of “Old Business” t o”Unfinished Business.” Secretary made the motion that the minutes be accepted as printed 2nd by Compatriot Jeff Lambert. The minutes were approved by the board. The Secretary then indicated that two petitions to for new chapters were received to be voted upon later in the meeting.
  6. Next the President called upon the Treasurer to report. Compatriot Goodman indicated that the State SAR is solvent and recommended that the report be accepted.  Motion Seconded by Compatriot C.D. Williams.
  7. There being no other unfinished business, the President called upon Compatriot Bob Yankle, the Data Administrative Officer, to present a briefing on the NCSSAR web site, the Eyes Right Program and the National Data Base. Compatriot Yankle indicated that we have an unlimited space because of the hosting program of Compatriot John Horton, le Marquis de Lafayette Chapter and his efforts. The NCSSAR is not tied to the National web site and enjoys independent activity and maximum dispatch of information on SAR activities at Chapter, State and National level.
  8. New Business:
A. The President then had the petitions for the new Chapters read and again introduced the provisional presidents. The first petition was for Yadkin Valley. Compatriot Past State President Nat Clark moved that the new Chapter be accepted 2nd by Compatriot John Thornhill. The BOM accepted the petition and Compatriot Hamby was recognized as the first President of Yadkin Valley. Next the petition was for the General George Washington Chapter. The provisional President indicated that in his research he discovered that when the SAR started in NC the first Chapter was at Washington, NC, named for our Past President and Revolutionary War Hero and that it was the first City in America to rename itself after him. He noted that Washington, VA might take exception to that story. Compatriot Dailey also indicated some long range goals of the Washington Chapter in forming two other chapters in Greenville and one close to the outer banks. Compatriot Past State President Grady Hall moved approval of the petition, 2nd by Compatriot Past State President Bill Snyder. The BOM voted to approve the petition.

C. The site for the next annual meeting was announced as Greensboro. Secretary Bruce Wilcox has been invited and has accepted. In addition Representative Howard Cobel, a member of the Nathaniel Greene chapter and a SAR member has also been extended a special invitation. The 2008 site has been chosen as Hickory, NC sponsored by the Catawba Valley Chapter
D. Fund Raising was the next subject and President Harris indicated that the State had realized about a $7000 profit on the Rifle Raffle. Those funds are directed toward the 2011 convention. The next State fund raiser is indicated as a distinctive coin sale, presented in the BOM Booklet. The Committee recommended the proposal as follows: That the State purchase 400 gold and 200 silver coins to be sold at $20 and $10 respectively, with the gold coins numbered if possible. Compatriot John Sullivan 2nd the motion. Discussion followed concerning cost and sale price, the permission to use the SAR logo, and the number of distinctive coins already on the market. The Copyright will be checked out before purchase and sale. After discussion vote was taken with 2 nays and 30 yeas and passed.
E. Compatriot VP Dr. Sam Powell then presented a future fund raiser of a Creative Calendar supported by Chapter donation of $100 with calendars sold for $5 for the years 2008-1010. This was put into a motion by Compatriot Powell and 2nd by compatriot Jeff Lambert. Discussion followed and there was general agreement to proceed with the program. The motion passed unanimously.
F. The President then covered the current donation program, the Gold, Silver and Bronze recognition. The Gold program is for $500 and above and the donator gets a certificate and gold bordered lapel pin. Up to $499, the donor gets a Certificate and a Silver bordered lapel pin and the Bronze award is just a certificate for $199 or less. It has netted about $3500 so far within the state.
G. Compatriot Dr. Sam Powell briefed the group on the possible sites for the 2011 convention. He indicated that to be considered a hotel must have 500 rooms, a major air port, two banquet halls with high ceilings, 14 breakout rooms, Church close by, 250 rooms to be blocked out for member reservation at reasonable cost.The Convention Center at Winston-Salem was the only facility that could be used. The    committee proposed that we accept the Winston-Salem site tentatively with the caveat that changes could occur if unsatisfactory evidence is later produced. The motion was seconded by Compatriot Horton. Discussion followed and the board voted to approve the committee recommendation.
H. The President then requested that an Eagle Scout Chairman be considered and if anyone wanted to volunteer to let him know.
I. Chaplain Wiser chairman of the Patriotic Education Committee handed out his report urging feedback on the SAR education CDs. He outlined a program the he presented to 5th graders in a Lillington School. He also had a worship C.D for the Chapters.
J. Compatriot Dr. Powell request that Chapters make recommendations on members who should receive State Awards. He also requested the Chapter Point reports in by 31 December 2006 and that Scrap Books also be submitted at the convention.
K. Compatriot John Sullivan then presented the Knight Scholarship program and said more information will be forth coming on that program
L. President Harris then announced a National Outstanding teacher of the year Award. He also indicated that the Merchant Marine Academy will also be on the academy

The meeting closed with the Benediction offered by Compatriot Wiser, The SAR Recessional and    the retirement of the colors.
